There are chances of the entry of new diseases, insects and weeds when the material is collected and introduced from other countries. Several new weeds, disease and insects have entered in India in the past along with plant collections. To prevent entry of new disease, insect and weeds an Act was formulated in India in 1914 which is referred to as Destructive Insects and Pest Act.

Quarantine refers to a prophylactic means to prevent the entry of new diseases, insects and weeds from other countries. The quarantine offices are located at all seaports and disease, insects and weeds. They also check whether the material bears a Phytosanitary certificate, which is issued by the sender and states that the material does not contain any disease, insect or weed. If the phytosanitary certificate is not available quarantine department may reject the material and destroy the same.

Three organisation look after the work of quarantine inspections in India in India for different types of plant materials. The organisations are: NBPGR, Forest Research Institute (FRI), Dehradun and Botanical Survey of India ( BSI), Calcutta. NBPGR looks after the quarantine inspection work of the forest of agricultural and horticultural crops. FRI deals with the quarantine inspection of forest trees propagules. BSI deals with quarantine inspection of the propagules of remaining plant species.
